Yes, here it's usually the new people in town who call "the city" or "the county" to complain about their neighbor rather than going to him directly. I'm the planning and zoning guy in our little town and now and then someone tries to complain to me about somebody's junky yard and I just say "we don't do blight". We really don't. It'd be up to the mayor to file charges against someone and he isn't going to do that, so why try to bluff people by sending them nasty letters on city letterhead? Part of the problem is people actually like all the rules in those gated communities with homeowners' associations, and then they expect a regular city to be just as picky.
