Texas doesn't (like that's a surprise!), but if you get near the gulf coast, you'll experience at least as many rust problems.
I'm pretty sure the state of Washington does not use much, if any, salt, either. It snows a couple of times a year there, but I think they mostly avoid using road salt, if possible.
