The want ads are full of stuff people are selling w/o paying tax. I remember years ago the state revenuers tried to start collecting sales tax on yard sales -- the legislature put a quick stop to that before they all got un-elected. I think the problem with the Dodge site is that "wsu.edu" is Washington State University and they don't want the school (student?) accounts being used for commercial purposes. I hope he can find another host, but I can't really blame "Wazoo" totally -- probably any big company would do the same.
