They do break, so be as careful as you can. Remember that the manifold studs are drilled through to the water jacket allowing direct access to the side of the water distribution tube. Remove the studs and put some penetrating oil through the holes. If you are careful you can use a small tool through the hole to try to push on the tube from the side to try to break it loose from the side. I also used a propane torch through the holes to help spread the penetrating oil. You have to be careful with the heat, you don't want to get anything red hot, just hot enough to make the oil migrate a little.
When you make the hook, make it from flat stock and sharpen the flat sides slightly. You can use the flat stock to wedge between the block and the tube to bend the tube away from the block wall. Leave enough room to get the hook back through the middle of the tube.
Just so you know, the first one I pulled did break. That does make life more difficult, but I did manage to get all of it out eventually. Total time for removal - 42 HOURS - The next one came out in one piece and wasn't nearly as rusted. Total time for that one was about 4 hours.
