I use a product called Conquest. It is fairly expensive, but with great results.You clean oil,grease and loose rust flakes off and brush or spray the stuff on.It won't work on bare rust free metal.It must have some rust to work.Conquest is acid based,so you don't want it on your skin.It looks like choclate milk when you put it on and after a few minutes,it turns purple then black overnight.You can use two coats, but i don't ,i just brush on some Tremclad Enamel for a top coat.I used a syringe and large needle(stolen from my wifes kitchen,she used it to inject butter into turkeys)to force this stuff into the gaps between the double frame rails.The loose rust was removed first,then compressed air was used to clean the last of the debris out.The capillary action from the narrow gap drew the stuff up inside untill it got to where the frame was rust free.Although the outer section of the frame was perfect,and only 3/4 of an inch of the bottom edge of the inner frame had rust, this stuff stopped it from spreading.It is a Polymeric Rust Converter and is from a company called CHEMSEARCH.
