I used POR-15(Paint Over Rust, a rust converter type coating) to paint the frame on my 78 PW. It's a three step system. A lot of work when done correctly, but cures very hard. You need good ventilation or work outside. It's expensive, but worth it. I was very satisfied. Go to their site and read about it, they sell it over the internet.
