Insert small pebbels or rocks and shake a lot. Get as much rust out as you can. Use compressed air to blow out the rust or flush with gas. Then buy a gas tank coatinging kit from Eastwood. I hung my fuel tank from a tree and gave it a good shaking. got a lot of rust out. The Eastwood coating worked fine.
