This depends. What type ammo are we talking about? Generally speaking military blank ammo (30-06, .308, and .223) can NOT be reloaded due to the fact that the case that is used is not the same and/or is crimped. Many "blank" cartridges are loaded with black powder and you might want to clean them or not consider using. Some blank pistol cartridges are specially made and not designed to be reloaded. The modifications gennerally can be time consuming and not worth the effort. Might not even have the correct dimentions after "modifications" are made.
