Primers have different chemical properties that allow it to adhere to the bare metal better then paint.
Its also used to help smooth out flaws that are still in the metal. Can be painted on and wet sanded to smooth allowing for a better nicer finish when the paint is on.
It can be mixed as a sealer to help protect the metal as paint is porous to a point. Its a system designed to stick and protect and provide a nice finish for a long time.
I really wonder if a good quality auto motive paint would even stick to bare metal and if it did for how long.
