If they don't rotate the bit, they cut. Most "jack-hammers" have a way to select whether they rotate or not, otherwise you couldn't use the flat spade-type tools on them for cutting asphalt and clay soil. Also the bull-point bits used for concrete breaking are not rotated. I suspect that old Barco has no way to make it rotate so all it would do is cut, though I saw some old advertisement where they were trying to promote them for mining. It also has no way to blow the hole with air or water. Around here they call the ones that are used to drill holes more or less straight down "sinking hammers", whereas the ones mounted on pneumatic leg for drilling into walls or overhead are called "jacklegs" and ones that are mostly for drilling overhead are called "stopers". "Jackhammer" is a bit of a colloquialism for any large impact tool meant for breaking hard materials. I'll leave it to someone else to provide the correct technical definition if there is one.
