I thought a mini-14 was just a semi-auto replica of an M14 in .223 rem. Are you saying there's a transferable full-auto version? I also thought ATF wasn't allowing any new class 3 registrations of anything, which is why a transferable ordinary AK47 sells for $15K. If they allowed new select-fire AKs to be registered for just a $200 tax stamp, it seems like everybody would be building their parts kits into select-fire versions, since the semi-auto guns are going for $500 these days.
