I friend had a truck that acted much like you describe. We could hot wire the thing. The ballast resistor was good. The problem was in the wiring harness. Check the place on the firewall where the large plug in connector is. That connection was corroded. we cleaned it up put some dielectric grease in it. Good to go. It was a '75
