Since the high beams work, the wire to the hi/lo switch and from there to the high-beam connections of the bulbs must work. That leaves the only possible problems being the hi/lo switch, the wire from it to the bulbs, or the bulbs. There are really only two ways to approach these sorts of problems one is to look at, disassemble, and clean everything that could possibly have a bad connection, and the other is to get a test light or meter and trace through the circuit. All you need is a 12 volt bulb with a pair of wires attached to it, and maybe a clip on one wire that you can clip on a convenient ground. First verify that you have voltage coming out of the lo-beam position on the switch. Work the switch a couple times just to be sure. If nothing comes out in "lo", but the lights light up in "hi", your problem is the switch. Clean or replace. If voltage comes out of the switch, you're done there, don't waste any more time futzing with it, and check at the connector on the back of the headlight bulbs. If voltage is there, the bulb is burned out, if not poke a little hole in the insulation on the wire with a needle and see if there's voltage on the wire itself. Often the crimp-on connections get corroded and fail. With wiring, it's all about tracing the circuit, component by component, connection by connection, until you find a spot where there's voltage on one side and not on the other.
