The fuel pumps fuel into the carb bowl. The float raises, as the level reaches the design level. When the float is at the design level, the float arm pushes on this needle and stops the fuel flow into the carb. While the engine is running the float is moving up and down slightly as fuel in the bowl is consumed. As the float moves up and down this needle opens and closes and maintains the fuel at the proper design level. If the rubber like material on the end is messed up in any way, its possible that the valve wont seal completely.
