Looks like they were built to excess.
What gets me about GSA sales is they'll start out resonable in bid price but suddenly the bidded amount will automatically double (plus some in some cases) in one single bid. And of course the bids will time out however they'll start extending the time to pick up more bids. I bet a regular auctioneer would like to be able to do that after he's said ""SOLD"".
