The purpose of using hot set rivets to hold cross-members, is to eliminate possible movement. As the rivet is shut, it expands to completely fill the holes. If you use bolts to put it back together make sure the bolts are a tight fit in the holes, or you WILL get movement, then cracking. You can get a round head grade 5 or grade 8 cap screw that will look similar to a rivet when installed and you can fill the allen key hole with filler and paint over if you want the rivet look.
