I would hate to cut ANYTHING off until I was sure it would not work as-is. But, I see where there will be a problem with the spring shackles. It looks to me like someone may have moved these vertical brackets forward on a previous truck and mounted them on the winch frame extensions. The extra material they welded to them probably reached back to the holes in the frame and strengthened the connection. I have no idea why they would have done this.
Both bolt holes in the L-angle piece should be used.
