Now that you put it that way (I thought you were measuring 15 volts at the battery), where are you losing 2.5 volts? All the voltage drops across all the wires and connections shouldn't add up to more than a tenth of a volt. If you have 15 at the generator, what do you have at the "ARM" and "BAT" terminals of the regulator and what do you have at the battery post? If the regulator is only seeing 12.5, due to a bad connection between the generator and itself, then of course it will call for more voltage. On the other hand, you said the ammeter is show a high charge rate, so presumably the current IS going to the battery.
