Is there a bracket missing here?

There are two nubs on top of the frame on each side that look like broken off bolts. And there is a nut welded to the inner fender that looks like it could have been bolted to a bracket. Is there supposed to be a bracket on each side of the frame for the inner panel to bolt to?
