Tapered-head cap screws? You were lucky. I've never seen such things. Is that what an M37's supposed to have? How can the wheel go flush against the drum with screw heads sticking out? Or do they have in internal hex for an allen wrench?
My drums are held on by regular slotted flat-head machine screws. It was mighty hard to get enough torque on them to get them out without mangling up the screw-driver or the slot. I ground the end of an old crow-bar to make a custom-fitted screwdriver and put a wrench on it. Even so I had drill the heads off a couple of them. I definitely second the advice about making sure the brakes are loose. Even if the drums turn freely, they might not be loose enough to pass the ridge on the inboard side of the drum. There's an inspection hole in the drum you can look through and see.
