I see from the numbers that you're talking about HC ppm. What are the CO numbers like? Is it doing the same at idle and the 'cruise' rpm? What does your nose tell you? As i mentioned in other post, high HC with normal CO can be overly LEAN, not rich. I have test papers illustrating this somewhere. The overly lean condition pushes to the point of incomplete combustion, thus the high(often really high) HC with normal or low CO.
