Yes, both wires to the sending unit need to be plugged in. FYI, the way I understand it one wire brings the current in, the sending unit completes the circuit when the brake is applied, and the other wire goes on out to the brake light. Although both wires appear to be coming from one direction, usually downstream from the sending unit, if you were to open the wiring harness up you'd probably discover one wire actually going back up into the dash area.
