You won't get carb icing at -20. The moisture in the air has already been frozen out. Any water in the fuel will also have precipitated out and frozen.
Carb icing is mostly a problem with air cooled engines and usually occurs in cool moist conditions.
This is a real problem with carbureted small aircraft engines. They have a system for introducing heated air into the carb.
V.W. engines have a tube for routing exhaust heat under the carburetor.
