And if only he would have spent a couple bucks on Phosphoric Acid and thoroughly wetted the rust, and then let it completely dry, he could have saved the Rustoleum, and 3 of the 5 coats of paint and had a superior end product.
Lets not even get into the probability the rust is already working from the other side, too scientific.
