Depending on how far you want to go, and if you have access to a buffer, you can use a paste wax with a cleaner and a buffer or even 400 wet and dry sandpaper, and work out a nice smooth finish on the surface. You may not even need the clear coat. But I don't think I would just spray clear over the rust.
