Keith,
The carb is an M37 Carter Carb that came on the engine in my M37. They are rotated like that for some reason, and it is mounted correct for the linkage to work properly.
I figured out that the cab was binding with the accelerator pedal rod and not allowing it to fully return to the idle position. Once I forced the pedal back, it idles nicely. Now to get the shorter blocks and check the clearance.
