The original M37 fuel fillers had a sort of built-in funnel that pulls out and is wide enough that you can pour a jerry can into it without spilling if you hold the can sideways. On the bigger truck, where the filler is just a hole on the top of the tank, it's also near the edge of the tank so you can pour directly into it from a jerry can. The spouts are only needed for pouring into civilian vehicles, lawn mowers, etc.
I have several, both the screw-in and the rubber plug kind, and I agree that they always leak. Of course the new CARB-approved plastic gas cans, which are the only kind you can usually get even outside of Cali these days, are even worse. I keep good care of my old rectangular steel 1-gallon gas cans with the simple pull-out metal spout, trying to preserve them as long as possible, but they eventually get dented and start leaking at the seams.
