Hi Tom,
Have you tried screwing a pair of jack bolts into the 2 holes in the axle flanges that dont have studs poking out through them? 3/8" course thread bolts. They thread into the axle flange, and will hit the hub and back the axle away from the hub. There might be a ton of crud in the jack bolt holes get in there with a pick and clean them out as best you can. There really should be no reason for the axles not to come out.
