i saw a show with people living off the grid. they ran 2" sprinkler pipe up a hill maybe 200 foot into a stream. the pressure in the pipe was directed into a nozzle that pushed a big alternator. it was slick. batteries charged and then powered an inverter for household current. all stuff i imagine you could do in your part of the world to keep the lights on when lines go down.
