Steering box is supposed to be serviced every 10k miles. Top up with 90w gear oil or if in cold climate top up with 10w gear oil. Do not overfill. Only way to drain it is to loosen the bottom plate, or suck it out. In some boxes the holes for the plate bolts go through into the housing and you can drain from there, but it takes a long time. The original idea is that if the oil in the steering box becomes contaminated, you are supposed to remove the steering gear and strip, clean, assemble and adjust correctly. In the military service shop it would be a change-over box and column, then the apprentices would be trained on the one that came out. In a properly set up shop the change-over would be typically around 20 minutes. Service on the bench about 40 minutes if nothing wrong. This would include new gaskets, shims as required, new seal and new oil.
