I had the same issue with my 51 ffPW. It was not as bad as yours but had the same hesitation.

I had rebuilt my carb. I put all new jets and a new accelerator pump in. After the rebuild it always hesitated on acceleration and did not climb hills as well as it did before the rebuild. I did find out that it ran better with the choke slightly pulled out. That told me that it was running lean on acceleration.

I used a vacuum gauge and checked everything out. Everything seemed OK (a vacuum gauge is your best friend as it can tell you a lot). I took the carb back apart and checked the float level and etc. All was fine. I then checked the jets. I used a set of numbered drill bits to check the diameters and found that everyone of the new jets were smaller than the original jets. I put the original larger jets back in and it runs just great now. I left the new float needle valve and jet in as my originals were worn and leaked causing the carb to over flow.

Here is the kicker: Most of the carb rebuild kits out there are for carbs that do not have the governor attached to the base. These carbs have smaller jets than those with the governor attached. This results in the carb not being able to deliver the needed fuel. I do not know the size of either the original jets nor the ones in the kits as they were not marked that I could see. I need to find out what the originals are so I can post that info. There should be no issue in reusing the original jets as they should not wear. Any deposits can be removed with a carb cleaner.
