Most tubes will stretch a long ways, but oversize tubes will wrinkle when stuffed in to a smaller tire.

Of course, there are limits to the stretch, before the tubes get kind of porous, and get seeps that you can't find. I thought I just had one of those. Found a nail, tore down the tire, found some trash inside. I guess I didn't do too ggod of a job of cleaning out the used Michelins from USMC. Just some sawdust kind of stuff, but they had made scuff marks, right where a small nail was stuck in the thread. Nail woud have barely came through, so I didn't know fersure,. But no leaks in the new 9-10-11r x 16 tube. So I thired more air, still no leaks, more air, no leakes. Got the thing up to earthmover size, before 'Thar She Blows". Couldn't find any nail in the tire no where no how, but it has been holding air for 5 days now. So I dunno...some bit of foreign matter in the tube mold? And the fresh tube did good at shrinking back to original size. I'll bet the average age of tubes I've handled over all the years was ten years? It was a pleasure breaking down a fresh tire/tube/rim combo. Didn't even have to saw the bead!
