I have never had that problem and I've driven them with pretty badly-adjusted brakes. I've had way more trouble with the brakes on my '67 Chevy pickup grabbing than with any of the army trucks, probably because they're self-adjusting and have hand brake levers in them and are just generally more complicated. Is it possible a lot of water got into the drums and the shoe was literally frozen to the drum or had a chunk of ice going around in there for a while? It's definitely a bit of work to take both rear wheels and the drum off just to have a look.

The main brake problems I've had are with the "air pack" (the booster unit) sometimes not catching. New air packs are really expensive, and guys seem to have a fair bit of trouble with them. At some point someone told me about oiling the air pack, which is the one lube point that's inexplicably left out of the lube order for that truck. On the back end of the air pack there's an 1/8" pipe plug. Unscrew the plug and put several good squirts of air tool oil in it. This keeps the seals lubed. When I've had problems with the air pack not catching (pedal has zero pressure until I pump it again, or pedal goes part way down and then grabs, different from just a normal low pedal feel), I've oiled the air pack and after a bit of use it starts working fine. This would not cause your lock-up situation, but thought I'd mention it since it's not in the manual.
