Okay, that takes a little more work. You need a keyway broach unless you want to be extremely patient with a small file. Best bet, since your sleeve is going to be about .1" thick anyway, would be to cut the whole depth of the keyway (.063) into the sleeve. I can cut keyways into aluminum pulleys using a keyway broach and an arbor press, but I haven't tried to do that in steel. I suspect I'd break the broach. I think you really need a broaching machine to cut a keyway in steel, which is a bit of a step up in the machine shop world. You could try making an aluminum or brass sleeve that's easier to broach, but I don't know how it would hold up. I've made several aluminum alternator pulleys that have held up fine.
