Greed? really? Greed is an over used word these days. Anyone can throw the G word around these days and be on the right side of almost anyone in every conversation.
The scrap yards are still small business trying to thread their way thru the maze of piles of red tape bumbling parisites.
If some scrounger fell on a sharp rusty part out there in the yard and sued the owners, workers would be fired, hours would be cut and they may go out of business compleatly. Remember the yards are there to move scrap not provide a place for us to hunt treasures.
