Hi Dave,
Not sure how close in size a Townie is, but on my Flat Fender, I used a Flex-A-Lite Black Magic Extreme fan. I mounted it in front of the radiator and the shroud that the fan mounts on was just about perfect fit on the power Wagon radiator. It is (was?) their most powerful fan and it cools my 318 just fine.
