The green primer for aluminum is Zinc chromate.
I would check with a commercial fire extinguisher rebuilder... they usually have the facilities to hydrotest cylinders, I would definitely have your tanks hydrotested after doing any sanding or powdercoating on the aluminum. They also get a fresh 10 year date stamp on them.
