You didn't vent the head to allow air in.

There is a 3/8" bolt,m 9/16 head on it, with a copper gasket. It goes in to the water jacket. Remove it lets aie in and out. Leave it removed to fill, and you can totally fill up the block. Fill until coolant come out and re-install the bolt. Makes it easier/faster to warm up the engine and check coolant level.

How do you put sealnt on? Fill the top section of threads ought to do it.
