It's a mixed bag.
Thumb print and pic, then enforce insurance laws.
The way it is now, they get busted up here, go back down to Mexico, get a new ID there, and come back. A good ID would enable the "good citizens" a better life, but is probably the camels nose under the tent. They would need some imprint on the ID like "un-verified past", a euphemistic statement of "non citizen". "Documented non citizen", a new caste? They for sure should NOT be able to vote.
