Military vehicles have been issued with title since day one.
My father bought a GPW in 1946 for a daily driver, it came with all neccessary paper work to title.
The only vehicles that do not get titles are trucks sold as scrap, and a sme hummers sold by the USMC.
GL tried not to issue titles a few years ago, but ran afoul of many state laws baring vehicle sales wothout titles
