I don't understand the technicalities, but he tried to title an untitled M37 here in North Idaho where you'd think it would be easy. Since it had NO title, he had to have the State DMV inspect it, rather than a local cop. The state inspector consists of one lady out of Coeur d'Alene who doesn't believe civilians should own military vehicles. He ended up having to sue the seller, with the seller's permission, in order to get a judge to order the state to issue a title. Being on good terms with the judge and the seller, he was able to pull this off. Your mileage may vary.
One lesson here is to NEVER scrap out a titled vehicle without keeping the title. You can use it to title a similar untitled vehicle. At least as far as I know, that's legal.
