Another thought onn hammer ing on one...
I rebuilt a 1917 FairbanksMorse a few years back. Never saw anything rusted/frozen like it before. The old Cat mechanic I bought it from showed me a trick - tapping. Use a little pen oil - Kroil or PB Blaster - and tap the affected part. Gently, and repeatedly. Hundreds of time. The results are nothing short of amazing. Even fine threaded parts in the carb, and pieces that I could not see where the joint was *all* parted.
For this part, I've used a medium sized center punch in the center hole and a 6" chunk of 1/2" pipe (or rough equivalent). And start taping. A little torque (Vicegrips) doesn't hurt. Put on a CD and have at it; you'll be done before the CD is.
Paul's hot wax trick works great when you can do it.
