You mention " Nothing resembling an answer here" and your are correct.
In my last post, I shared that HP/Foot Pounds of torque depend on the CPL of the engine in question. This has not changed. Now you ask, What is the torque of a 4BTA. Once again we have to refer to the CPL number on the engine to give you a definitive answer. There is no set reply that can be shared.

4B3.9 & 6B5.9 Engine Models
In this document, Cummins lists 4B and 6B CPL's and the engine HP/Torque, along with other important details. This document is roughly .375" thick, single spaced,
its very in-depth. But you 'shall' have the CPL Number to be able to obtain correct information. Without a CPL number, your just looking at pages and pages of meaningless information.
As an example;
4BTA, CPL 594 = 93hp/266 torque
4BTA, CPL 857= 120 hp/302 torque
4BT, CPL710 = 70 hp/187 torque
4BT, CPL1277 = 92 hp/255 torque
