I dont know how things were done in Idaho, but in t Northeast, where covered bridges, and snow, are quite common, they would place snow on the covered roadbed so the sleighs were not running on the bare wood. Wood wont rot when its frozen.
Back when they built covered bridges, snowy roads were not plowed, they were rolled. A horse drawn contraption with a large roller that packed the snow down, giving a nice surface for sleighs.
