From your description, I assume you have one of the carbs with integral velocity governor on one of the truck models listed above - not a sandwich style governor.
Your question is two-part. Concerning your high idle problem, it could be a problem with an external linkage assembled incorrectly. Concerning your second problem, it is completely normal operation for the governor described.
