Hi Kurt,
They covered them to preserve them. They were all wooden structures, and before we had pressure treated they would rot out quickly. Keep the weather off them and they last a lot longer.
Some think that it was to keep snow off them, but in fact they often brought a layer of snow into them so the sleighs werent running on bare wood.
