I am surprised that your trucks don't have a heat riser valve. I have never seen a RB or a small block without one from the factory. I suspect that it stuck and was removed. If you can't find one at a junk yard, try the MOPAR shop. This is essential for cold weather operation. The sheet metal around the exaust may have been removed for the preheat. This is also needed in the cold. It doesn't matter if you are on the ground or in the air, if the conditions are right, you will get carb ice.
By the way, we just got hooked up on the internet here in Africa so I can answer your cold running questions from the 90 degree heat in Cabinda. We run a 93 Dodge diesel here and never have any cold running probnlems. We get our fuel from Chevron for 6 cents a gallon!
