No, a new coil will not change the timing.
I'm referring to the amount of spark. Is there any chance the old coil was backwards, but its effects were not noticed until cold weather set in. Now you put on another coil using the same exact hookup. If the original was in error, that means the replacement would be too.
Other problems are a vacuum leak (check all hoses). This leans out a mixture and defeats the purpose of a choke.
Also, there should be a resistor that cuts voltage to the points. It is bypassed during cranking, because, again, the battery drops voltage merely by cranking. If this bypass is not intact, then you get a weak spark when starting, and the symptoms get worse as the weather gets colder. This only effects starting, not running.
