In California, you can also have a DMV authorized clerk at AAA verify the VIN. They look at the truck and fill out a DMV form.
There are also private DMV paperwork places who have authorized inspectors to sign off paperwork.
To register an out-of-state truck in California, you just need an out-of-state title, a VIN inspection and a certified weight from a weigh station.
Also, the license fee is partially based on weight. Each 1,000 pound increase in weight increases the annual license fee by about $20.00 (for my Toyota truck).
I didn't find this out until I presented the certified weight of 4,020 lbs. I could have saved myself $20.00 a year license fee by having the truck weighed with an empty gas tank.
