The funny thing is, when I was trying to figure things out, I put a volt meter between the input lug on the solenoid and the ground (to case) lug, it showed 6 volts so I was scratching my head. Then I ran the additional ground wire to the frame and it started working.
I am thinking that not enough amps were flowing to get proper movement of the solenoid plunger, because of what Tim says...newly painted frame and parts caused a poor grounding effect. That is my theory anyway.
